Grand-Falls Windsor RCMP looking to locate a missing teenager
Grand-Falls Windsor RCMP are looking to locate a missing youth – 15-year-old Joseph Rowsell. Police are concerned for his safety and well-being. Rowsell is approximately 120-130 lbs, with dark brown hair and blue eyes. Both ears are pierced. He is five feet, nine inches tall.
