Capital city considering change to animal control regulations

St. John’s council is considering a change to its animal control regulations that would allow city staff the authority to issue tickets for violations – instead of having to go to court. The issue is on the agenda for this week’s committee-of-the-whole meeting.

According to the proposal the only enforcement option for city staff against animal control violators is to lay charges, a lengthy process that results in multiple court appearances prior to a trial – allowing city inspectors to issue tickets allows them to deal with minor violations expeditiously. The fine amounts for tickets will be $100.

It would used alongside provincial enforcement, as humane services has been authorized by government to issue fines under specific sections of provincial regulations. To avoid duplication of processes and resources within the city, it’s suggested parking enforcement process humane services tickets.

If the amendment is approved by councillors Tuesday, it would be brought to the regular council meeting next week for a final vote.
