Energy NL welcomes new agreement on Churchill Falls and Gull Island Hydroelectric Development

News

Energy NL welcomes the new agreement announced today by the governments of Canada, Newfoundland and Labrador, and Québec on the development of the Churchill River and Gull Island hydroelectric projects.

The organization says projects associated with this massive energy development will provide significant opportunities for Energy NL members and generate additional clean energy for industrial and domestic purposes which will have far-reaching industrial benefits, while also providing the opportunity to export power.

“Energy NL members have extensive experience in developing large-scale energy projects, including hydroelectric projects here in Newfoundland and Labrador. Our members are leaders in energy project development and from the start of engineering, fabrication of materials, pouring of concrete, on-site construction, and the supply of materials, to the operations of the facility, those members will provide world-class skills and expertise to ensure the successful execution of these projects.

Energy NL members look forward to playing a major role in the success of the Upper Churchill projects and working with local businesses and communities to ensure industrial benefits are spread throughout our industry and our province. I commend Prime Minister Mark Carney, Premier Tony Wakeham, and Premier Christine Fréchette for having the dedication to achieve this final
agreement.” -Brad Forsey, Chair of the Energy NL Board of Directors.

Newfoundland and Labrador Hydro and Hydro-Québec completed the agreement for development of the projects this month and Mark Carney, Prime Minister of Canada, Tony Wakeham, Premier of Newfoundland and Labrador, and Christine Fréchette, Premier of Québec, announced the agreement August 17, 2026. The agreement consists of construction of new generation facilities, transmissions lines, and an adjacent wind project, while also providing additional electricity to Newfoundland and Labrador and allowing the province to transmit power through Québec for export to the United States.

“With a new MOU in place for this generational energy project, Energy NL members are excited for the opportunities ahead, and frankly, to get to work. Energy NL has positive relationships with both Newfoundland and Labrador Hydro and Hydro-Québec, including already hosting supplier development sessions related to the Upper Churchill hydroelectric developments. I look forward to building upon the relationships we have established with Newfoundland and Labrador Hydro and Hydro-Québec and ensuring the full participation of Energy NL members on the exceptional opportunity before us. Our next steps are having Energy NL members prepared for the work to come, having them fully engaged in the project, and ensuring they have every opportunity to
participate and make these generational hydroelectric developments a success.” -Charlene Johnson, Energy NL CEO.
