First Light to release legal guide on the rights of indigenous people in provincial custody
First Light is preparing to release a guide detailing the legal rights of Indigenous Peoples in Newfoundland and Labrador who are or have been incarcerated in any of the adult correctional facilities in the Province.
The guide serves as a companion to First Light’s March 2026 report, Overrepresented and Undercounted: A Snapshot of Indigenous Adult Incarceration in Newfoundland and Labrador, which found that there was a limited access to Indigenous cultural programming, low awareness and use of Gladue Reports, and a high rate of housing insecurity among inmates approaching release.
The press conference is set for 2 p.m. tomorrow at First Light Headquarters in St. John’s.
