One man is dead and another is behind bars after what police say was a hit and run yesterday in the center of the capital city involving a suspected impaired driver. Police say 37-year-old Mark Duke was impaired by drugs when he struck and killed a 61-year-old on Freshwater Road. NTV’s Rosie Mullaley has tonight’s top story.
