Grand Falls-Windsor has new guidelines for New Year’s Eve fireworks

People will be breaking out the fireworks to celebrate the New Year in a few days. But in Grand Falls-Windsor, there are some new guidelines to get used to. NTV’s Colleen Lewis explains.
