NAPE President Jerry Earle spoke out Friday in defence of the tentative agreement his union reached with the provincial government. Earle says business groups are wrong about the implications of a no-layoff clause in the agreement, but the St. John’s Board of Trade says NAPE actually confirmed their worst fears by revealing the no-layoff provision does not have a sunset clause.
