Justice Richard LeBlanc has made a ruling on how he will interpret the terms of reference for the Muskrat Falls Inquiry. LeBlanc says he will take a broad approach to interpreting the terms of reference. That will allow him to review historical information in developing the Churchill River leading up to the proposal to go ahead with Muskrat Falls.

But some areas will be outside his jurisdiction, such as the federal government’s dealings with the loan guarantee. Hearings at the inquiry are expected to start next September.
