A prominent critic of the Muskrat Falls project says the province isn’t any further head on rate mitigation after this week’s report by the Public Utilities Board. Ed Hollett of the Atlantic Institute for Market Studies argues the government needs to change the way it thinks about Muskrat Falls. He says the government needs to break down the project into its component parts to assess the bare minimum that needs to be paid. NTV’s Michael Connors reports.
