PC leader Ches Crosbie unveiled his party’s rate mitigation plan on Monday to deal with the cost of electricity after Muskrat Falls comes online. Crosbie proposes taxing power exports from Churchill Falls, but Premier Dwight Ball would not discuss the government’s legal opinion on that issue. NTV’s Michael Connors reports.
